NOVELTY - The modulator has a silicon dioxide layer (3) arranged on a mono-crystalline silicon substrate layer (4). A metal-graphene hybrid ultra-surface layer is formed on the silicon dioxide layer. A graphene unit (2) is regularly arranged on the silicon dioxide layer. A strip-shaped metal strip line (1) is provided with multiple columns of a graphene structure layer. The metal strip lines longitudinally extends and covers the graphene unit on corresponding columns of the graphene structure layer. The metal strip line is arranged on the graphene structure layer in parallel. USE - Metal-graphene hybrid super-surface based bi-functional modulator. ADVANTAGE - The modulator improves modulator performance condition, and realizes bi-functional of an electromagnetic wave.
