NOVELTY - The device has an anode arranged on a substrate. A light emitting layer is formed on a side of the anode and arranged away from the substrate. A cathode is arranged at a side of the light emitting layer. An UV light absorbent material comprises first and second cathode layers. The second cathode layer comprises graphene or modified graphene material. The UV light absorbent material comprises nanometer titanium dioxide and nanometer zinc oxide. The second cathode layer is fixed with a side of the first cathode layer. A light transmittance part is projected on a base plate that covers projection of a luminescent layer. USE - Organic electroluminescent device for a display panel (claimed). ADVANTAGE - The device has conducting ability, anti-bending performance, heat dissipation performance, hydrophobicity and anti-UV performance and long service life, and reduces usage of a square resistor, voltage drop problem, difference between center and edge of the display panel.
