NOVELTY - Fluorescent material comprises first complex and second complex, where the first complex is combined with the second complex through a coordination bond. The first complex is formed from doped graphene quantum dot material and fourth period transition metal hydroxide. The doping element of doped graphene quantum dot material is nitrogen and/or sulfur element. The second complex is lanthanide metal-organic complex. USE - The fluorescent material is useful for fluorescent anti-counterfeiting and fluorescent encryption (claimed). ADVANTAGE - The fluorescent material: is green and non-toxic; has various luminescent colors and double encryption effects; and has many anti-counterfeiting modes and better safety, and does not easy cracked when used in fluorescent anti-counterfeiting and/or fluorescent encryption. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for: preparation of fluorescent material, comprising mixing fourth period transition metal salt compound, doped graphene quantum dot material and lanthanide series metal-organic complex and reacting to obtain final product; and use of fluorescent material in fluorescent anti-counterfeiting and/or fluorescent encryption.
