NOVELTY - A nitrogen-doped porous graphene envelope is formed by vaporizing organic precursor and nitrogen precursor to form graphene envelope in a vaporizer, providing substrate particles in a reactor, where synthesis is to be performed, heating reactor to increase temperature to a final reaction temperature, supplying organic precursor and nitrogen precursor using a carrier gas to the reactor, and maintaining the reactor for a predetermined time. USE - Formation of nitrogen-doped porous graphene envelope for heterogeneous metal catalyst. ADVANTAGE - The substrate, on which the graphene envelope is formed, has improved performance (activity) and durability, preventing metal particles from being agglomerated and exfoliated even when the particles are applied to a severe reaction process at a high temperature for a long period of time in the presence of acids or alkalis, and also preventing the particles from being exfoliated and corroded even under an acidic or basic condition.
