NOVELTY - The terahertz metamaterial has a metal electrode (6) and a meta-material portion. The meta-material portion comprises a substrate (1) with a silicon dioxide insulating layer (2) and a metal resonance unit on the substrate insulating layer and graphene strip (7). An external bias to meta-material portion is provided by the metal electrode so as to adjust the graphene Fermi level which realizes the regulation of the terahertz electromagnetic wave transmittance and the slow light effect. The substrate is made of silicon. An upper surface of the substrate is covered with a layer of silicon dioxide insulating layer. USE - Terahertz meta-material for use with modulator. ADVANTAGE - The meta-material in dark mode resonant structure cross coupling strength control so as to realize terahertz wave spatial modulation. The electromagnetic inducing transparent is used to produce strong dispersion characteristics, electromagnetic wave group delay is generated, slow function is realized by the Fermi level, and the graphene is changed by external bias to adjust the slow light effect. The wave transparent peak frequency point is changed, without affecting the condition of other frequency points, by avoiding the modulation noise.
