The dispersant storage tank is connected with the dispersant inlet of the cavity mixing tank, and the solvent storing tank (6) is connected to the solvent inlet. The vacuum pump is connected in sequence with the vacuumizing port of the cavitation mixture tank, the discharge hole of the vacuum mixing tank is in communication with the inlet of the vortex cavity.
