NOVELTY - Oxygen generation catalyst (100) comprises a graphene oxide layer (103), and a nickel-iron layered double hydroxide (104) layer supported on the surface of the graphene oxide layer, where the graphene oxide layer has an average thickness of 0.33-4 nm. USE - The oxygen generation catalyst is useful in an electrochemical or photoelectrochemical device. ADVANTAGE - The oxygen generation catalyst exhibits excellent optical transparency, catalytic activity and durability, and provides a highly efficient and highly durable electrochemical or photoelectrochemical device. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) a chemical reactor comprising the oxygen generation catalyst which comprises the graphene oxide layer and the nickel-iron layered double hydroxide layer supported on the surface of the graphene oxide layer, a reduction catalyst comprising a carbon dioxide reduction catalyst, and a power supply element connected to the oxygen generation catalyst and the reduction catalyst; and (2) producing the oxygen generation catalyst comprising forming a graphene oxide layer by coating and then drying a graphene oxide-containing composition on a substrate surface, and electrodepositing a nickel-iron layered double hydroxide on the surface of the graphene oxide layer using an aqueous solution containing iron ions and nickel ions.
