NOVELTY - The thermal device has a first layer of non-metallic material that is a good conductor of heat and electricity, having a first terminal and a second terminal, and having a first surface and a second surface. A metallic material is arranged on the first surface of the first layer. A first plastic layer is arranged on the metallic material. A second plastic layer is arranged on the second surface of the first layer. The first plastic layer and the second plastic layer contain a plastic material that is a good conductor of heat. The non-metallic material comprises graphite, graphene, carbon nanotubes, pressed graphite or carbon powder, a polymer, or a phase change material. USE - Thermal device for heating and cooling battery modules used in hybrid and electric vehicles. ADVANTAGE - The thermal device heats the battery modules during cold start and start/stop operations and prevents battery modules from overheating during operation. The resistance elements ensure an even heat path. Thus, the first layer provides passive or resistive cooling, drawing heat away from the cells of the battery module, and disperses the heat in the first layer, which reduces or eliminates hot spots in the battery module cells.
