NOVELTY - A device comprises radiation refrigerating layer (1), heat conducting medium layer (2), liquid water absorbing agent layer (3) and ventilating layer (4). The ventilating layer allows gas to pass through and prevents liquid from passing through. USE - The device is used for air water taking. ADVANTAGE - The device does not need the input of the external energy, and enhances the exchange of the material in the body phase at the interface, so that the water absorbing device can be paved with a large thickness of water absorbing agent, so as to improve the water absorbing amount.
