NOVELTY - The substrate (12) has a co-laminated sheet comprising an aerosol forming material layer and a carbon-based thermally conductive material layer in the form of a film or foil. The layer comprises carbon fibers, graphite or graphene, and includes a thermal conductivity of greater than 1 W/mK, and a tensile strength of more than 1 MPa. The substrate is formed by combining the layers. The sheet is gathered transversely relative to a longitudinal axis, and circumscribed with a wrapper to form a continuous rod (13). The continuous rod is severed into discrete rods. USE - Aerosol-forming substrate for use in a heated aerosol-generating article i.e. rod, of an aerosol generating system. ADVANTAGE - The substrate has increased thermal conductivity while including improved tensile strength.
