NOVELTY - Composite material comprises organic polysiloxane, core-shell filler and auxiliary agent. The auxiliary agent is crosslinking agent, polymerization inhibitor and/or catalyst. The core of the core shell filler is core material, and the core material comprises conductive filler or inorganic filler. The outer shell of the inner shell filler comprises inorganic shell layer. USE - The dielectric elastomer is useful for artificial muscle, tactile feedback device, sensor and power generation field. The composite material is useful for dielectric elastomer (all claimed) in driver, generator and sensor. ADVANTAGE - The composite material has high dielectric constant, low dielectrically loss and high breakdown voltage strength. The method has simple technique, is economical, can control the performance of the silicon rubber according to the need, and can promote the actual application of the dielectrics elastomer. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: dielectric elastomer, where the silicone rubber dielectric elastomer is prepared from the composite material, the dielectric constant of the dielectric elastomer is 2-25, and the dielectric loss of the dielectric elastomer is 1×10to 1×10; and-4 -1 preparing the dielectric elastomer, comprising preparing dielectric elastomer by kneading and vulcanizing raw materials comprising the composite material, where the temperature of the mixing is 20-45℃, and the time of the mixing is 0.2-1 hours.
