NOVELTY - An electromagnetic radiation absorbing and/or emitting device, comprises: a substrate comprising graphene; and poly(3,4-ethylenedioxythiophene) (PEDOT) formed on at least a portion of the graphene, where the PEDOT is formed by oxidative chemical vapor deposition. USE - As electromagnetic radiation absorbing and/or emitting device such as small molecule organic photovoltaic device (claimed). ADVANTAGE - The electromagnetic radiation absorbing and/or emitting device shows power conversion efficiency of at least 3%. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for a method of forming the electromagnetic radiation absorbing and/or emitting device, involving: providing a substrate comprising graphene; and depositing, via oxidative chemical vapor deposition, poly(3,4-ethylenedioxythiophene) (PEDOT) on at least a portion of the grapheme.
