NOVELTY - Device (1a) comprises a body (10) formed with a predetermined width and length so as to surround an outer circumferential surface of the transfer pipe joint or the transfer pipe; a liner (20) having a porous structure and arranged to cover at least a portion of an inner side of the body; a leak detection sensor provided with a conductor whose current value is changed by the leaking liquid of the transfer pipe; a power supply unit (80) for supplying power to the leak detection sensor; and a communication unit (70) for receiving current information from the leak detection sensor and transmitting the information to the outside. The conductor of the sensor is formed of a composition for detecting a leak comprising graphene dispersion, polymethylsilsesquioxane resin and a leak-reactive material, where the leak-reactive material is polycarbonate, polyethylene resin or polyurethane. The liner is made of a mesh material, namely stainless steel or synthetic resin. USE - The device is useful for preventing scattering of leaking liquid in transfer pipe. ADVANTAGE - The device quickly detects leaks at the transfer pipe joint so that it is possible to take action and at the same time effectively prevents scattering until the action is performed; is economical; and can be used universally without restrictions depending on the type of conveying pipe and that can detect the leakage of the conveying pipe at an early stage without causing corrosion of the conveying pipe.
