NOVELTY - Utilizing waste water by utilizing graphene quantum dots comprises adding nitrogen and phosphorus sources to wastewater to adjust ratio of carbon, nitrogen and phosphorus in wastewater to 20-500:4-6:1; inoculating photosynthetic bacteria in logarithmic growth phase in wastewater with inoculum of 200-500 mg/L dry weight, and adjusting pH to 6.8-7.0; continuously irradiating graphene quantum dot solution with UV light as excitation light, adsorbing energy by graphene quantum dots, emitting fluorescence as light source for photosynthetic bacteria growth with graphene quantum dots diameter of 7-9 nm, and irradiating wastewater inoculated with photosynthetic bacteria with flowing graphene quantum dot solution; and separating bacteria and water after growth of photosynthetic bacteria reaches plateau stage using filter membrane to obtain photosynthetic bacteria concentrate and membrane filtration water, and concentrating. USE - The method is used for utilizing waste water by utilizing graphene quantum dots. ADVANTAGE - The method improves light energy utilization rate of photosynthetic bacteria, saves cost, realizes adjustment of emission light luminance by changing concentration of solution, improves accumulation of biomass, and enhances operation.
