NOVELTY - The method comprises (S1) using carbon fiber or its precursor fiber as raw material to obtain a continuous fiber web with uniform entanglement, (S2) sequentially or simultaneously compounding the conductive particle slurry and the organic binder solution with the continuous fiber web, (S3) continuously calendering the compound obtained by compounding, and forming into a continuous roll-to-roll compound substrate, (S4) drying and curing the composite substrate, and (S5) carbonizing and graphitizing cured composite substrate under a protective gas to obtain a flexible film-type carbon-carbon material, which can be used as a gas diffusion layer substrate, carrying out subsequent hydrophobic treatment and coating of the microporous layer were performed to obtain the gas diffusion layer of the hydrogen fuel cell.
