NOVELTY - The apparatus (100) has an outflow tube (103) associated with an outflow pump, and extending horizontally from an opening (102) through a side wall of the shell of a collection pool (101). Multiple flotation elements (106a-106c,106n) are attached to a descending collection tubes (105) at multiple points spaced down the depth of the collection tubes. The water is pumped out of the collection pool through the outflow tubes, and common pressure on the surface of the collection pool and the surrounding ocean water by virtue of the open top of the collection pool causes water to flow up the collection tubes into the collection pool at a rate to match the rate of flow of water pumped out, and keeping the water level in the collection pool the same as the water level of the surrounding ocean water. The composite cord is made of a combination of Nylon (RTM: synthetic polymer) and graphene carbon. USE - Apparatus for extracting deep ocean water (claimed) from depths in ocean and to use water harvested for various purposes. ADVANTAGE - The flotation collar provides stability and a flotation height above the ocean water level for the collection pool. The closed volume is filled with a substance of lighter mass than the material of the outer shell and the inner cylindrical shell, enhancing buoyancy of the collection pools.
