NOVELTY - A mortar composition comprises 10-80 wt.% fine aggregate, 10-80 wt.% performance-enhancing inorganic filler, 1-20 wt.% performance enhancing admixture, and 5-35 wt.% water. The performance-enhancing inorganic filler includes 10-30 pts. wt. calcium sulfoaluminate, 10-30 pts. wt. magnesium sulfate, 5-15 pts. wt. ilmenite, 5-15 pts. wt. iron powder, 0.1-5 pts. wt. graphene, 0.1-5 pts. wt. porous carbon nanofibers based on 100 pts. wt. early strong Portland cement. The performance enhancing admixture includes 50-80 pts. wt. styrene-isoprene-styrene copolymer, 20-50 pts. wt. polyvinyl acetate-vinyl chloride copolymer, 10-30 pts. wt. chlorotrifluoroethylene vinylidene fluoride-vinyl propionate terpolymer, 1-10 pts. wt. phosphonate compound (I), 0.1-5 pts. wt. bacterial cellulose-titanium dioxide complex, and 0.1-5 pts. wt. silicon-containing ferrocene compound based on 100 pts. wt. styrene-butadiene-styrene block copolymer. USE - Mortar composition used for repairing and reinforcing concrete and steel structure (claimed). Uses include but are not limited to underground facilities, underwater structures, underground culverts, sewage boxes, sewage manholes, sewage pipes and sewage culverts. ADVANTAGE - The composition provides high fluidity, stable wet hardening performance and excellent workability of concrete structures constructed in high humidity and poor environments. The concrete structure has excellent adhesion strength, flexural strength, tensile strength, compressive strength, waterproof property, water resistance, chemical resistance, weather resistance, surface hardness, resistance to freeze-thaw and salt damage, durability of neutralization resistance, antibacterial property, deodorizing property and non-combustible performance for a long period of time, and reduced construction time by providing a rapid hardening property in a short period of time. An INDEPENDENT CLAIM is included for method for repairing and reinforcing concrete and steel structure using the mortar composition, which involves removing a damaged cross-section of the concrete structure which needs repair by chipping, cleaning and drying the surface to clean up the surface, applying a primer to the cleaned surface, finishing the surface by pouring and curing the mortar composition on the surface coated with the primer, and finishing the surface by applying an inorganic surface protection coating to the finished surface.
