NOVELTY - Device comprises a chamber (110) comprising a solution and particles (140) dispersed in the solution, a discharge electrode made of a graphite tip and a dielectric to discharge the plasma in the solution and a power supply unit for applying power to the discharge electrode. The device is used for coating parylene on the surface of particles which are dispersed in the solution with graphene flakes extracted through peeling of the discharge electrode and particles which are polarized by the discharge electrode. USE - The device is useful in graphene manufacturing device to coat particle surface with graphene using underwater plasma discharge (all claimed). DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) coating particle surface with graphene using underwater plasma discharge, comprising (i) preparing a solution and the particles dispersed in the prepared in the chamber, (ii) placing graphite tip electrically connected to the output terminal and at least one discharge electrode surrounding the graphite tip and made of a cylindrical dielectric tube protruding by a predetermined length from the end of the graphite tip, in the solution, and (iii) applying a voltage through the output terminal; and (2) producing graphene flakes using underwater plasma discharge, comprising (a) preparing a solution in the chamber and (b) repeating the step (ii) as mentioned above.
