NOVELTY - A cosmetic composition comprises graphene quantum dots and has UV protection function. USE - Cosmetic composition e.g. lotion for whitening skin, skin moisturizer, and milky water. ADVANTAGE - The environmentally-friendly cosmetic composition has excellent UV absorption capacity by addition of graphene quantum dots, and improved adhesiveness and affinity with respect to skin, and does not cause any side effects. The cosmetic composition can be manufactured by economical process. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is included for manufacture of UV blocking agent, which involves preparing (S10) graphene quantum dot powder, preparing (S20) a mixture of graphene quantum dot powder and an inorganic UV scattering agent, heat-treating (S30) the mixture, obtaining a composite pigment, and mixing (S40) resultant product with an organic UV absorbent and an emulsion.
