NOVELTY - Producing water-soluble polymer-graphene oxide composite, comprises (a) dissolving (S10) a water-soluble polymer in a solvent, (b) producing (S20) a water-soluble polymer-graphene oxide composite by mixing the water-soluble polymer with graphene oxide, and (c) irradiating (S30) the water-soluble polymer-graphene oxide composite with radiation for propagating conjugated bonds. USE - The composite is useful in an organic electronic device, preferably organic solar cell (claimed). ADVANTAGE - The composite exhibits increased electrical conductivity. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) an organic electronic device comprising the water-soluble polymer-graphene oxide composite prepared by the above method; and (2) an organic solar cell comprising a first electrode, a hole transport layer provided on the first electrode, a photoactive layer provided on the hole transport layer, and a second electrode provided on the photoactive layer, where the hole transport layer comprises a water-soluble polymer-graphene oxide composite on which radiation is irradiated for propagating the conjugated bonds.
