NOVELTY - The device (100) has a light input device (120) that is configured to receive light. The set of waveguides (130) extends from a light input device and transmitting portions of light received by the input device. A set of modulators (140) modulates phases of the portions of the light. A graphene layer (150) absorbs the transmitted portions. Two electrodes are electrically connected to the graphene layer. The graphene layer is provided on one of a top surface and a side surface of each waveguide. The modulators form a phase profile by independently modulating a phase of each portion of light transmitted in the waveguide, and modulate the phase based on applying an electric signal or heat. USE - Light detecting device for use in optical system (claimed) such as light detection and ranging (LiDAR) system for detecting light reflected from an object after being emitted from a light steering apparatus. ADVANTAGE - The light detecting device comprises a light input device that is configured to receive light, where waveguides are provided for transmitting portions of the light, and thus enables to improve the reliability of the optical system.
