NOVELTY - An electrically conductive binder comprises 40-80 mass% cement, 19.5-60 mass% graphite particles with carbon content of greater than or equal to 60%, 0.005-0.5 mass% graphene as dry matter, 0.2-2 mass% sterically stabilizing superplasticizer, and 0.01-0.9 mass% rheology modifier. USE - An electrically conductive binder for cementitious mixture used for manufacturing electrically heatable building elements, preferably underfloor heating layers and/or heating panels and/or heating layers close to a wall, used for floor with underfloor heating system (all claimed). Can be used for applications, such as indoor heating, outdoor snow/ice melting (e.g., in driveways, bridges, highways, airport runways), water heating for swimming pools, and self-sensing concrete. ADVANTAGE - The cement-based binder has sufficiently low resistivity to permit the flow of current under extra-low voltage, while at the same time, providing suitable workability and properties of the hardened material. The binder can be used to make cementitious parts with suitable resistivity e.g., for heated flooring or for pavement or road surfaces with de-icing ability, while at the same time ensuring adequate workability of the paste made from it and mechanical properties of the resulting cementitious parts. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for: (1) cementitious mixture comprising the binder and water, where water/cement ratio is 0.8-1.5, and/or water/solids ratio is 0.48-0.65, preferably 0.5-0.6; and (2) floor with underfloor heating system comprising basic support layer, layer of thermal insulating material, layer of concrete for floor undercoat, layer made from electrically conductive binder with electrical connection to an extra-low voltage alternating current (AC) or direct current (DC) source, and uppermost layer from ceramic or marble tiles, parquet, carpet, or laminate flooring.
