NOVELTY - Composite material comprises nano cuprous chloride particles and reduced graphene oxide, where the nano cuprous chloride particles are supported in reduced graphene oxide and the nano cuprous chloride particles have a particle diameter of less than 20 nm. USE - The apparatus for electrolyzing water to produce hydrogen by the urea oxidation assisting acid-alkali electrolysis cell is useful in electrolyzing water for hydrogen production, carbon dioxide reduction, carbon monoxide reduction and nitrogen reduction (claimed). ADVANTAGE - The apparatus for producing hydrogen starting voltage is 0.62 V, which is far less than the water decomposition of the initial voltage (1.23V) in traditional water decomposition system, reduces more than 49.6% of energy consumption; and is economical; and has simple operation, good performance and can relieve the urea pollution. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is also included for preparing composite material (a) adding aqueous ammonia and hydrazine hydrate to a mixture containing copper(ii) chloride, graphene oxide and water to obtain an initial mixture, (ii) maintaining at 90-100 degrees C for not less than 0.5 hours and lyophilizing the solid phase to obtain a precursor I, and (iii) placing precursor I in an inert atmosphere at a temperature of 250-350 degrees C for not less than 6 hours; #apparatus for assisting an acid-alkali electrolytic cell to electrolyze water to produce hydrogen, comprising an anode electrode sheet, a cathode electrode sheet, a bipolar membrane, an anode chamber electrolyte, and a cathode chamber electrolyte, the anode electrode sheet comprises an anode catalyst, the anode catalyst is a reduced graphene oxide composite material loaded with nano cuprous chloride particles, the anode chamber electrolyte is an alkaline solution containing urea, the urea in the alkaline solution containing urea concentration is 0.1-1.0 M and the cathode chamber electrolyte is an acidic solution.
