NOVELTY - The device has an upper and lower stacked heating and holding furnaces (1) that are provided with multiple pre-rolling furnaces in order from top to bottom, before and after the rolling. The upper work roll and the lower work roll are respectively provided with an upper work roll heating device and a lower work roll heating device.
