NOVELTY - Dispersible graphene platelet (10) includes: a base layer of grapheme (1); and at least one discontinuous graphene layer (2) stacked on the base layer, where the discontinuous layer has a smaller surface area than the base layer and the edge regions of the base layer and the discontinuous layer are at least partially functionalized. USE - The platelet is useful in polymer-matrix composite material and an electrode for electrochemical processes (all claimed). ADVANTAGE - The platelet: is able to form a stable dispersion in water at concentrations up to 700 mg/ml; and has electrical conductivity of 900 S/cm. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) a polymer-matrix composite material comprising a polymer and the graphene platelets; (2) an electrode for electrochemical processes comprising the graphene platelets and a binder; (3) producing (M1) the electrode, comprising creating a mixture containing the graphene platelets and a binder and coating the mixture onto an electrode substrate; (4) producing (M2) dispersible graphene platelets including (a) suspending graphite or graphene in a solution containing an organic nitrile (comprising acetonitrile), an ester (comprising ethyl acetate) and water and (b) reacting the solution containing suspended graphite or graphene with an oxidant (comprising ruthenium tetroxide) to at least partially functionalize edge regions of the graphite or graphene; (5) a dispersible graphene platelet produced by the method (M2); and (6) producing (M3) dispersible graphene platelets including suspending graphite or graphene in a solution and contacting the solution containing suspended graphite or graphene with an oxidant to at least partially functionalize edge regions of the graphite or graphene.
