NOVELTY - The polarization controller has a semiconductor substrate layer (1) that has an insulating layer (2). An electrodes is located on the sides of the insulating layer. The insulating layer is disposed over a centrally located waveguide. A graphene layer (41) is parallelly embedded with a wave-guide (3). A graphene layer has an isolation dielectric layer, where the another graphene layer has the another isolation dielectric layer. The latter dielectric material has a semiconductor oxide material. USE - Polarization controller for a graphene. ADVANTAGE - The electrodes is located on the sides of an insulating layer that is disposed over a centrally located waveguide, where a graphene layer is parallelly embedded with a wave-guide, and a dielectric material has a semiconductor oxide material, and hence ensures simple structure and fast response, and reduces the insertion loss by a polarization controller.
