NOVELTY - Metal catalyst layer laminated and crystallized on c-plane of a substrate having a corundum structure, having a face-centered cubic structure, where the (111) direction is the c-plane axis direction of the substrate, and (01-1) direction is the (11-20) direction of the substrate. USE - The metal catalyst layer is used for producing graphene (claimed). ADVANTAGE - The metal catalyst layer is capable of producing high-quality graphene. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: a method for producing a metal catalyst layer, which involves performing a first lamination step of forming a first layer of crystallized catalyst metal on the surface of the substrate, performing a second lamination step of forming a second layer of the catalyst metal in an amorphous state on the surface of the first layer, and performing a first heat treatment step of performing a heat treatment to crystallize the second layer; a method for producing graphene, which involves performing a carbon raw material lamination step of laminating a carbon raw material on the surface of the metal catalyst layer after performing the first heat treatment step in the above method, performing a second heat treatment step of performing heat treatment after performing the carbon raw material lamination step and precipitating graphene between the substrate and the metal catalyst layer; and a graphene without wrinkles in areas of 0.01-180 cm2.
