NOVELTY - Composite electrode comprises an electrode substrate and a graphene nanocrystalline porous film doped with titanium dioxide nanoparticles on the surface of the electrode substrate. USE - The composite electrode is useful in a plasma sterilizing water generating device. ADVANTAGE - The composite electrode has a wide electrochemical window (& 3.2V), large number of reactive sites and large numbers of electronic transmission channels, good catalytic performance for synthesis of sterilizing substance with strong oxidability. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: a method for preparing a composite electrode comprising providing an electrode substrate, simultaneously bombarding a titanium dioxide target material and a carbon target material with argon ions and irradiated with electrons, and depositing a titanium dioxide nanoparticle-doped graphene nanocrystalline porous film on the electrode substrate; and a plasma sterilizing water generating device comprising composite electrode.
