NOVELTY - A mercury-free and precious metal-free catalyst is prepared by loading metallic element complex on carbon carrier comprising activated carbon, graphene or carbon nanotube. The metallic element complex comprises bidentate ligand, tridentate ligand, quadridentate ligand, quinquidnetate ligand or hexadentate ligand, and at least one ligand has nitrogen atom having double bond. The complexing ability of ligand and metal element is more than hydrogen ion (H+) complexation ability. USE - Mercury-free and precious metal-free catalyst is used for preparing chloroethylene. DETAILED DESCRIPTION - A mercury-free and precious metal-free catalyst is prepared by loading metallic element complex on carbon carrier comprising activated carbon, graphene or carbon nanotube. The metallic element complex comprises bidentate ligand, tridentate ligand, quadridentate ligand, quinquidnetate ligand or hexadentate ligand, and at least one ligand has nitrogen atom having double bond. The metal element of complex is titanium, zirconium, iron, cobalt, nickel, copper, zinc, bismuth, tin, antimony and/or lead.
