NOVELTY - The method involves forming a three-dimensional curved structure on a grounding plate (3). A flexible substrate (1) is arranged at a side surface of a graphene sheet (2). Another side surface of the graphene sheet is formed with a square-shaped structure. A center position of the graphene sheet and independent variables are determined. Incident electromagnetic wave is adjusted by controlling a Fermi level of the graphene sheet. A phase shift, a position vector and a reflecting wave vector of the center position of the graphene sheet are determined. USE - Method for realizing electromagnetic wave phase modulation of a three-dimensional curved graphene surface. Can also be used for a beam scanning reflecting surface antenna and an angular orientation echo scattering surface. ADVANTAGE - The method enables flexibly attaching a three-dimensional curved mounting surface, adjusting graphene surface characteristic so as to realize convenient electromagnetic wave phase modulation process.
