NOVELTY - The terahertz phase modulator has a micro-structure unit that comprises a medium layer (8) and a metal plate (1) that is arranged on the bottom of the medium layer. A first metal grating structure (2) and a second metal grating structure (3) are respectively provided on the sides of the surface of a dielectric layer in parallel. A first graphene strip (4) is connected with the side of the first metal grating structure. A second graphene strip (5) is connected with the side of the second metal grating structure. The sides of the first graphene strip is placed with the portion of a first metal sheet (6). The sides of the second graphene strip is placed with a second metal sheet (7). The side of the first metal sheet is flush with the end of the first graphene strip which is far away from the first metal grating structure. The side of the second metal sheet is flush with the end of the second graphene strip that is far away from the second metal grating structure. USE - Terahertz phase modulator for use in light radar, information communication field and object imaging field. ADVANTAGE - The modulator has high conductivity, high mobility, easy integration characteristics, strong coupling of metal and graphene, high efficiency, high performance and wide application prospect, and dynamically and continuously adjusts and controls phase in large scale.
