NOVELTY - The positive electrode active material layer has a first graphene layer, a second graphene layer, and a positive electrode active material. The first graphene layer has a first region (221) covering the positive electrode active material. The second graphene layer has a second region (222) that covers the positive electrode active material and a third region (223) that overlaps with the first region. The first region has a surface located between the positive electrode active material and the third region and is composed of an arranged carbon six-membered ring. The positive electrode active material has a fourth region having a layered rock salt-type structure. The layered rock salt-type lithium layer of the fourth region and the surface of the second region composed of the six-membered carbon ring are approximately perpendicular to each other. USE - Positive electrode active material layer for use in positive electrode of secondary battery of vehicle (all claimed). ADVANTAGE - The secondary battery having good rate characteristics is provided. The safer secondary battery is provided. The electrical storage device is provided. DETAILED DESCRIPTION - The fourth region is a region including the surface of the positive electrode active material. The fourth region is located in a range where the distance from the surface of the positive electrode active material is less than 30 nm. The first graphene layer and the second graphene layer are reduced graphene oxide layers. A third graphene layer has a surface composed of the arranged carbon six-membered ring. The positive electrode active material has a fifth region having a layered rock salt type structure and a crystal structure of lithium cobalt oxide represented by a space group of R-3 m. The plane formed by the carbon six-membered ring of the third graphene layer and the plane of the crystal structure of the fifth region have regions that are parallel to each other. An INDEPENDENT CLAIM is included for active material layer has a carbon-containing compound (207,207a-207c) having a sheet-like shape and an active material (203,203a,203b). The carbon-containing compound has the first region located on the active material, the second region located on the active material, and the third region located on the active material. The thickness of the second region is thicker than that of the first region and the third region. The distance between the third region and the surface of the active material is longer than the distance between the second region and the surface of the active material. The active material has the fourth region having the layered rock salt type structure. The surface formed by the layer of the layered rock salt type structure of the fourth region and the surface of the second region are perpendicular to each other. The distance between the third region and the surface of the active material is longer than the distance between the first region and the surface of the active material. The fourth region is a region including the surface of the active material. The fourth region is located in a range where the distance of the active material from the surface is less than 30 nm.
