NOVELTY - Preparing layered mesoporous-carbon nanotube network structure catalyst material comprises utilizing electrospinning technology, utilizing polyvinylpyrrolidone (PVP) as a fiber-forming template, adding aminated graphene quantum dots and transition metal salts to the spinning solution, and controlling the spinning ambient temperature to 20-25 degrees C, the relative humidity is 10-20%, and the spinning voltage is 20-28 KV, preparing the layered network structure precursor material made of polymer-based composite nanofibers in situ on the collection plate through the pre-oxidation and carbonization process, MNC (M = Fe, Co) nanofiber structured nano-electrocatalyst material. USE - The method is useful for preparing layered mesoporous-carbon nanotube network structure catalyst material.
