NOVELTY - A composition, comprises: graphene or graphene oxide comprising at least one functional group associated with the graphene or graphene oxide. USE - The composition and method are useful for fabricating a functionalized carbon-based nanostructure; for producing a device, where the device is a capacitor; and for producing a fuel cell, and a photovoltaic cell (all claimed). ADVANTAGE - The composition efficiently produces an improved functionalized carbon-based nanostructure. DETAILED DESCRIPTION - A composition, comprises: graphene or graphene oxide comprising at least one functional group associated with the graphene or graphene oxide, where the functional group has the structure of formula (1). R1, R2, and R3= optionally substituted substituent; and G = carbon atom of the graphene or graphene oxide. INDEPENDENT CLAIMS are: (1) a method for fabricating a functionalized carbon-based nanostructure, comprising: providing a carbon-based nanostructure comprising an allylic functional group; reacting the carbon-based nanostructure with a reactant comprising at least one carbon atom; and causing a carbon-carbon bond to form between the carbon atom within the reactant and a carbon atom within the carbon-based nano structure; (2) a device, comprising: the composition; (3) a fuel cell, comprising: the composition; (4) a method, comprising: reducing water using the composition; (5) a composite, comprising: the composition; and a matrix material; and (6) a photovoltaic cell, comprising: the composition.
