NOVELTY - The device has multiple basic units periodically arranged in a direction on a xy plane. Multiple basic units are provided with an upper graphene layer and a lower medium layer, where the medium layer is fixed on a substrate device. An actual machining process is performed on the lower medium layer. A graphene layer is formed by plating a layer of graphene film on the lower medium layer by a chemical process or physical process. A middle part of the substrate device is hollowed when the graphene layer is carved at one time. A layer of conductive adhesive is plated on the graphene layer. USE - Meta-material based terahertz adjustable polarized wave insensitive electromagnetically-induced transparent device. ADVANTAGE - The device avoids requirements of changing a device when a polarization mode of an incident wave is changed, and realizes an adjustable phenomenon of electromagnetically-induced transparency by adjusting applied voltage, and the device has important instructive significance and reference value for a development of functional device with adjustable terahertz.
