NOVELTY - Reducing graphene oxide by liquid-phase microwave plasma comprises (a) adding graphene oxide to a solvent, and dispersing for 5-60 minutes under ultrasound to form a dispersion liquid, where the solvent is de-ionized water, ethanol, methanol or formic acid; (b) allowing to stand the obtained dispersion liquid for more than 12, taking the upper clear liquid; and (c) subjecting the obtained supernatant to liquid phase microwave discharge plasma treatment. USE - The method is useful for reducing graphene oxide by liquid-phase microwave plasma. ADVANTAGE - The method: is non-destructive to the carbon skeleton of graphene oxide, non-toxic and harmless while processing speed is fast; has simple reaction conditions and normal temperature; and utilizes the different types solvents to produce different reducing effects. DETAILED DESCRIPTION - An INDEPENDENT CLAIM is also included for device for liquid phase microwave plasma reduction- oxidation graphene, comprising a reaction chamber, the reaction chamber is provided with a liquid inlet and a liquid outlet, the bottom of the reaction chamber is provided with coaxial electrodes, the coaxial electrode connected with the microwave generating device via the coaxial cable which transmits microwave, the coaxial electrode comprises coaxially arranged inner electrode, outer electrode and insulating medium layer set between the inner electrode and the outer electrode, and the outer electrode of the end face to the concave conical surface.
