NOVELTY - High order graphene oxide having a main peak of a spectrum graph in the range of 210-228 nm in a water phase, having a shoulder peak in the range of less than or equal to 258 nm, and a negative peak center in the range of less than or equal to 540 in an atmosphere phase, is claimed. USE - The high order graphene oxide is useful for preparing graphene that is used to prepare a solar cell, a transparent conductive film, a moisture-proof film, catalyst, a sensor and a fuel cell. ADVANTAGE - The graphene oxide can be prepared in a simple manner with controlled oxidation, and has excellent physical properties, a molecular structure, optical property and thermal property. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for: (1) preparing high order graphene oxide comprising mixing a graphite raw material with an oxidizing agent of a solution state, performing an oxidation reaction, purifying the mixture by repeatedly washing, and repeating the oxidation process and the purification process to prepare high order graphene oxide; and (2) preparing a graphene comprising thermally reducing the high order graphene oxide.
