NOVELTY - Electrode comprises a base material (40) made of a conductor and a reduction thin film (42) formed on the base material to reduce carbon dioxide, where the reduction thin film is nitrogen-doped and copper-supported graphene oxide. At least a portion of the surface of the base material is covered with a polyethyleneimine film (44). USE - The electrode is useful for reducing carbon dioxide for producing a predetermined chemical substance. ADVANTAGE - The electrode has excellent yield of target product, excellent ability to adsorb carbon dioxide, large specific surface area, excellent electronic conductivity, handling property and adsorption capacity of carbon dioxide, is chemically stable for a long period of time, attracts large amount of carbon dioxide to the reaction field and applies a voltage with an increased current density, makes nitrogen, copper and graphene oxide chemically and physically stable, and makes graphene oxide thermally stable. The method reduces cost of obtaining the electrode, since nitrogen, copper and graphene oxide are inexpensive.
