The graphene capacitor comprises a first polyethylene terephthalate (PET) substrate, a first graphene strip array set on the first PET substrate and a second PET substrate; a second graphene strip array fixed on the second PET substrate, and a transparent ionic liquid filled between the first PET base and the second PET base. The first PET board and second PET board are overlapped, and the first and second graphene strip arrays are respectively arranged on the inner surface of the first thermoplastic polyurethane (TPU) substrate and second TPU board respectively. The graphene capacitor is made of silicon carbide, silicon dioxide, titanium dioxide and/or titanium dioxide. USE - High transparent flexible dynamic frequency modulation wave absorbing surface structure of Ku wave band for useful in microwave device for electromagnetic stealth and electromagnetic protection of optical transparent component in national defense field. Uses include but are not limited to ship cockpit, porthole, lampshade, equipment window and various transparent parts of stealth and protection.
