DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) a method for preparing graphene-based compound, which involves preparing reaction mixture including hydrocarbyl amine, hydroxyl group-containing carbon source, and acid and heating reaction mixture; and (2) a graphene quantum dot, which has average particle diameter is 2 nanometer-10 micrometer and ratio of I(D)/I(G) is 1.0 or less.
