NOVELTY - Breathable and waterproof safety helmet comprises (a) safety helmet body (100) that can be worn by workers performing safety inspection and diagnosis and has ventilation holes (110) formed in the thickness direction, (b) a moisture permeable waterproofing film (200) for covering the ventilation hole and allowing air and water vapor to pass through but not allowing water droplets to pass through, and (c) fixing frame wrapped by the moisture permeable waterproof membrane and tightly fitted to the ventilation hole and having a through hole formed in the thickness direction as a breathable and waterproof safety helmet. The moisture permeable waterproof membrane is (b1) a first sealing type moisture permeable waterproof part surrounding one end of the fixing frame and (b2) a second closed moisture-permeable and waterproof part connected to the first closed-type moisture-permeable and waterproof part and surrounding a circumferential surface of the fixing frame. USE - The breathable and waterproof safety helmet is useful for inspection and diagnosis. ADVANTAGE - The breathable and waterproof safety helmet covers the ventilation hole with a moisture-permeable waterproof film that allows air and water vapor to pass through and prevents water droplets from passing through, in case of rain, sweat and heat of the worker are discharged while maintaining ventilation, has a waterproof function that blocks inflow, and windproof and warming function in winter, blocks leakage through the fixing frame even when working for a long time, especially for more than 2 hours. DETAILED DESCRIPTION - Breathable and waterproof safety helmet comprises (a) safety helmet body (100) that can be worn by workers performing safety inspection and diagnosis and has ventilation holes (110) formed in the thickness direction, (b) a moisture permeable waterproofing film (200) for covering the ventilation hole and allowing air and water vapor to pass through but not allowing water droplets to pass through, and (c) fixing frame wrapped by the moisture permeable waterproof membrane and tightly fitted to the ventilation hole and having a through hole formed in the thickness direction as a breathable and waterproof safety helmet. The moisture permeable waterproof membrane is (b1) a first sealing type moisture permeable waterproof part surrounding one end of the fixing frame and (b2) a second closed moisture-permeable and waterproof part connected to the first closed-type moisture-permeable and waterproof part and surrounding a circumferential surface of the fixing frame. The first concave-convex part formed on the outer circumferential surface of the second sealed moisture-permeable and waterproof part is bonded to the helmet body through a first adhesive. The second concavo-convex part formed on the inner circumferential surface of the second sealed moisture-permeable and waterproof part is bonded to the fixing frame through a second adhesive. The first adhesive comprises 0.5-0.8 pts. wt. crosslinking agent based on 100 pts. wt. base resin in which a heat-resistant polypropylene and a heat-resistant polyamide resin are mixed in a weight ratio of 1:2-2:1, 1-3 pts. wt. viscosity modifier and 5-12 pts. wt. tackifier. The second adhesive includes 0.5-0.8 pts. wt. crosslinking agent and 1-3 pts. wt. viscosity modifier based on 100 pts. wt. base resin in which polyurethane and polyamide are mixed in a weight ratio of 1:2-2:1. The crosslinking agent is 2,5-dimethyl-2,5-di(tert-butyl peroxy)hexane. The viscosity modifier is a mixture of N-methyl-1,6-hexanediamine and diethyltoluenediamine in a weight ratio of 1:1. The tackifier is a terpene phenol resin and/or hydrogenated terpene. The fixing frame is made of a material formed of organic-inorganic composite in which carbon-based powder having an average particle diameter of 50-150 μ m and a hydrophobic polymer are mixed in a weight ratio of 6:4-8:2. The carbon-based powder is at least one graphene, graphene oxide, graphite, and carbon nanotubes. The hydrophobic polymer is at least one of polyethylene terephthalate, polyvinyl acetate, polyvinyl chloride, polyacrylonitrile and polyvinylidene chloride. The outer front surface of the fixing frame includes a coating layer coated with a waterproof coating composition and then cured. The waterproof coating composition includes a reaction product obtained by mixing 20-21 wt.% isophorone diisocyanate, 28-29 wt.% polyhexamethylene carbonate diol, 2-3 wt.% trimethylolpropane, 3-4 wt.% dimethylolpropionic acid, 8-9 wt.% trimethylol propane monoethoxylate methyl ether, 2-3 wt.% spiropyran (1',3',3'-trimethyl-6-nitrospirochroman-2,2'-indoline-5'-carboxylic acid compound) of formula (I), and 34-36 wt.% methyl ethyl ketone and then reacting.
