NOVELTY - An electrochemical cell apparatus (100) comprises electrolyte chamber (101), and positive electrode (103) and negative electrode (102) disposed in the chamber. Ratio between a surface area of the positive electrode and a surface area of the negative electrode is at least 100:1. USE - An electrochemical cell apparatus is useful for producing hydrogen gas (claimed), which is used in batteries and in internal combustion engines to power vehicles or electric devices. ADVANTAGE - The electrochemical cell has improved electrochemical performance of the intercalation compounds. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for: (1) production of hydrogen by hydrolysis which involves applying an electric current between a positive electrode and a negative electrode immersed in an electrolyte solution in an electrochemical cell and maintaining a potential difference of less than or equal to 1.5 V between the electrodes while releasing hydrogen gas at the negative electrode; and (2) producing hydrogen gas which involves applying an electric current to an electrolyte solution in an electrochemical cell, and releasing hydrogen gas at a negative electrode of the electrochemical cell, where electrical energy input of less than or equal to 60 kWh produces 1 kg released hydrogen gas.
