NOVELTY - Catalyst comprises a conductive carbon substrate doped with nitrogen and a transition-metal, where the carbon substrate comprises an epoxy group. USE - The catalyst is useful: as a cathode catalyst; and for producing hydrogen peroxide or Fenton's reagent. ADVANTAGE - The catalyst produces hydrogen peroxide in economical manner in acids remains. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) producing the catalyst comprising heating a mixture comprising a carbon containing species, a nitrogen containing species and a transition metal containing species under conditions to produce the catalyst, and oxidizing the conductive carbon substrate to introduce additional oxygen functionality to the conductive carbon substrate, where the additional oxygen functionality comprises epoxy groups; (2) a catalyst produced according to the method; (3) an electrolyser for producing hydrogen peroxide from oxygen and water, comprising a cathode comprising the catalyst layer comprising the catalyst; (4) synthesizing hydrogen peroxide comprising providing oxygen in an acidic or neutral aqueous media to an electrolyser according under reducing conditions; (5) synthesizing Fenton's reagent comprising providing a source of iron and oxygen in an acidic or neutral aqueous media to an electrolyser according under reducing conditions; (6) improving the selectivity of the catalyst for hydrogen peroxide production, comprising oxidizing the conductive carbon substrate to introduce additional oxygen functionality to the conductive carbon substrate, where the additional oxygen functionality includes epoxy groups, and reducing the conductive carbon substrate to reduce non-epoxy oxygen functionality; (7) a membrane comprising the catalyst; and (8) an electrolyser for producing hydrogen peroxide from oxygen and water, comprising the membrane.
