NOVELTY - Fuel cell catalyst comprises graphene as carrier, and platinum/cerium oxide (Pt/CeO2) as active component, where Pt and CeO2 composite nano particle are uniformly distributed at 3-5 nm grain diameter on surface of graphite alkene. USE - Fuel cell catalyst. ADVANTAGE - The catalyst has catalytic activity improved by 20-35%, where electrochemically active area is 59.1-66.4 m2/g. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for: (1) process for catalytic oxidation of methanol current density of culture at 279.5-440.1/g; and (2) preparation of fuel cell catalyst comprising ultrasonically dispersing uniformly graphite oxide powder and cerium nitrate at mass ratio of 4-40:1, adjusting pH with 0.1-0.5 mol/L ammonia water or 0.1-0.5 M sodium hydroxide solution to 8, at 80-120 degrees C, refluxing and reacting for 4-6 hours at 120-160 degrees C; filtering, washing, and drying to obtain composite of the graphene load cerium oxide in vacuum drying box at 40-60 degrees C; adding CeO2/graphene to ethylene glycol solution, ultrasonically dispersing for 4 hours, adding chloroplatinic acid, at ratio of CeO2/graphene and chloroplatinic acid of 3:1-1:2, adjusting pH with sodium hydroxide or potassium hydroxide of 9-11, increasing temperature at 80-120 degrees C, reacting for 4-6 hours, filtering, washing and vacuum drying at 40-60 degrees C.
