NOVELTY - Energy storage device comprises: a cathode comprising at least one layer comprising a halogenated activated carbon; an anode comprising at least one layer comprising a halogenated graphene; and a lithium ion source. USE - Used as energy storage device. ADVANTAGE - The energy storage device utilizes the brominated graphene nanoplatelets that exhibit enhanced dispersibility in water. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are also included for: (1) forming (P1) a cathode, comprising forming the cathode so as to provide at least one cathode surface layer, where the cathode surface layer comprises a gas-phase brominated activated carbon; (2) producing (P2) the energy storage device, comprising carrying out the process (P1), forming an anode so as to provide at least one anode surface layer, where the anode surface layer comprises a halogenated graphene, providing a lithium ion source either in or adjacent to the anode, and disposing the anode and the cathode adjacent one another with a conductive medium; and (3) an energy storage device comprising a first electrode, a second electrode, a lithium ion source and a conductive medium disposed between the first and the second electrodes, one of the electrodes being comprised of at least one surface layer, where the surface layer is comprised of a gas-phase brominated activated carbon.
