NOVELTY - Catalyst layer comprises catalyst comprising support and catalyst metal supported on support, carbon material containing element have lone pair of electrons, and binder for combining catalyst and carbon material. USE - Catalyst layer for use in membrane-electrode assembly of fuel cell and water electrolysis device (all claimed). ADVANTAGE - The catalyst layer has improved chemical durability, and suppresses generation of radicals by metal cations, where chemical durability of electrode and electrolyte membrane is improved. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) a method for manufacturing catalyst layer, which involves manufacturing a carbon material by complexing a carbon material and a heteroelement precursor, preparing a slurry by mixing the carbon material, catalyst and binder and forming a catalyst layer by applying the slurry; (2) a membrane-electrode assembly comprising cathode, anode and an electrolyte membrane positioned between the cathode and the anode, where at least one of the cathode and the anode comprises the catalyst layer; (3) a fuel cell, which comprises membrane-electrode assembly; and (4) a water electrolysis device, which comprises membrane-electrode assembly.
