NOVELTY - Graphene powder is formed by adhering dispersing agent having quinophthalone skeleton and polar group to graphene surface. USE - Graphene powder is used as conductive support agent of lithium-ion battery electrode (claimed). ADVANTAGE - The graphene powder has excellent dispersibility, and provides lithium-ion battery electrode having excellent electroconductivity. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) lithium-ion battery electrode, which contains an active material and the graphene powder; and (2) manufacture of graphene powder, which involves reducing oxidized graphite in a state in which dispersing agent having quinophthalone skeleton and polar group and disperses oxidation graphite, is added to a dispersion medium.
