NOVELTY - The passive element layer has a main layer that is provided with electromagnetic wave attenuation and heat radiation function at near-field region, and is equipped with a graphene layer (4). The main layer is formed on the upper portion of a low-permittivity layer. The low-permittivity layer is made of oxide, nitride or polymer. USE - Passive element layer of electromagnetic element e.g. thin film element, nano element, semiconductor element, memory element, molecular electronic element, optical element, display element, digital element and stiffness or flexible printed circuit board (all claimed) used in electric and electronic equipments and vehicle. ADVANTAGE - The electromagnetic wave emitted from the external electronic equipment can be interrupted or the discharge of the electromagnetic wave generated in electronic equipment can be prevented. The interference between transmission circuits in the near field region can be reduced. The malfunction of the electric equipment due to the electromagnetic can be reduced. The noise reduction effect of the electric equipment can be ensured.
