NOVELTY - A smart window comprises solid polymer film (702) which is opaque at an ambient temperature and transparent at an elevated temperature, transparent heater (704) to supply uniform heating to at least a portion of the solid polymer film, and power supply (706) connected to the transparent heater. DETAILED DESCRIPTION - INDEPENDENT CLAIMS are included for the following: (1) fabrication of transparent conductive layer; (2) manufacture of the smart window; and (3) composition of substance, which comprises polymer (P1) comprising phase changing polymer which reversibly switches between semi crystalline state and amorphous state with temperature, and polymer (P2) combined with the polymer (P1). The polymer (P1) is more hydrophobic than the polymer (P2), in which the polymer (P2) and polymer (P1) are phase separated. The polymer (P1) comprises domains (D1) having a width and height in of 2-10 mu m and/or sized to scatter infrared electromagnetic radiation through scattering. The domains (D1) are separated from each other by domains (D2) comprising stripes or bands comprising polymer (P2). The stripes or bands have a width and height of less than 2 mu m and/or are dimensioned to scatter visible electromagnetic radiation wavelengths through scattering.
