NOVELTY - The absorber has a top layer (1), a middle layer (3) and a bottom layer (4). The top layer includes ten pixels that are patched with graphene and six pixels that are left unpatched and arranged in a pixelated manner over a polyvinyl chloride skin (2). The middle layer is a synthetic garnet substrate that is sandwiched between top layer which is arranged in pixelated manner over a polyvinyl chloride skin and bottom layer. The bottom layer is a metal backed layer that is placed below middle layer to form a square shaped meta-atom (5) which is arranged in a bi-periodic manner with magneto static controllability and/or electrostatic controllability of maximum absorptance frequency. USE - X-band bi-controllable metasurface absorber. ADVANTAGE - The stability and control over maximum absorptance frequency is provided. DETAILED DESCRIPTION - The graphene provides electrostatic controllability and synthetic garnet substrate offers magnetostatic controllability. The synthetic garnet substrate is an yttrium iron garnet substrate. The metal layer includes copper, silver or any other metal with thickness safely higher than the penetration depth to avoid any transmission. The absorber is controllable through controlling a surface conductivity of top layer and a relative permeability of middle layer.
